What Is The Chemical Safety Board?
The Chemical Safety Board (often called the “CSB”) is an independent federal agency that investigates industrial chemical accidents. The Chemical Safety Board determines the root cause of chemical accidents at fixed industrial facilities.
Most of the time, the root cause is a deficiency in the company’s safety management systems. Other causes include equipment failures, human errors, unforeseen chemical reactions, and other hazards. After completing an investigation of an industrial chemical accident, the Chemical Safety Board typically issues recommendations to government agencies, companies, trade associations, labor unions, and other groups.
The Chemical Safety Board also tracks compliance with its recommendations. As of December 8, 2014, at least 25 percent of the Chemical Safety Board’s recommendations remained “open.” The Chemical Safety Board does not have authority to issue fines or citations.
